I got out of the Army in 2004. If anything, I think the report may underestimate the problem. I suspect many crimes aren't necessarily be reported as gang related that actually are. For example, several of the bases listed show little to no gang related crime, which having been stationed at those bases I would tend to disagree. (Admittedly the report is a snapshot).
