Quite a few large cities anymore publish open crime data. So for student projects just google "[your city] open data", and see if crime data is available.
You can technically do FOIA as well, but that is often not worth the effort.
The data though to be clear is often crime reports with lat/lon and little other information. So you can do GIS projects, intel related projects would be more difficult.
